BNSF NORTHLINES                                                                                                 File: Pay Rates, 2000

Dear Sirs and Brothers:.

This is in response to recent requests concerning application of the recent cost of living allowance (COLA) to the various rates of pay. Attached you will find rate sheets prepared specifically for the former BN portion of BNSF. In applying the rates in these tables remember that the "Daily" rate in each table is a per basic day rate, not a per mile rate. For this reason, you must divide this rate by the number of miles making up the basic day in each class of service to come up with a per mile rate. In through freight service, (Table II) you would divide the daily rate by 130 to achieve a per mile rate, in all other service divide by 100. In addition, you will find the new rates for Guaranteed Extra Boards, Special Pay Differential and ReCertification Training Pay attached as well.

As we have received several requests as to the proper application of any rate increase to the Guaranteed Extra Board Rates, we are including a brief description of how percentage increases as well as the COLA’s are applied. When the Extra Board Agreement was negotiated in 1994, it was agreed that the semi-monthly guarantee would be based on eleven (11) days’ pay at yard rate for Yard Extra Boards and seventeen (17) days at through freight rate for Road and Combination boards. At that time, it was also agreed that future wage increases would be calculated on that basis as well. Accordingly, when any percentage based wage increase is applied to a Yard Extra board, it is applied to the existing yard daily rate (less than 500,000 pound weight on driver) and then multiplied by eleven. On Road/Combination Extra Boards, the percentage increase is applied to the existing through freight rate (less than 500,000 pound weight on driver) and then multiplied by seventeen. The amount generated under this formula is then added to by semimonthly allowance for the respective Yard and Road/Combination Guarantees.

As the COLA was applied on an hourly basis to all classes of service, the .56 was multiplied by eight (8) to generate $4.48 per day increase, and then multiplied by eleven for Yard Boards and seventeen for Road/Combination boards. This amount was then added to the semi-monthly allowance for the respective Yard and Road/Combination Guarantees as well. Please contact the Office if any further questions arise.

Fraternally,
