Gentlemen:
This concerns BNSF's recent adjustment of our policy on pre-approved layoffs
(System General Notice 938).
First, I have no doubt that the company is well within its rights to make
this change; but let's set that point aside for the moment.
Since we announced the policy adjustment, I've heard from several of you about this, and, for the most part, the comments have been constructive. With this in mind, and assuming that everyone will work together with us to solve the problem we have tried to address, I am willing to suspend the "general notice" until we can talk about the issue in more depth. And, toward that end, I propose we address this issue at out "Safety Summit II" meeting this coming July. Meanwhile, System General Notice 938 stands in suspense.
