As you have noticed, we have been unable to have our extra board regulated on a regular basis to allow a reasonable cycle time. Recently, our extra board was reduced by 4 engineers to allow the carrier to increase the Albany extra board by 4 due to vacations in the valley. Repeated requests to obtain demoted engineers from other zones have met with consistent denials. The reason given? No men were available.

Below are the current figures for cycle times with turns on the Vancouver Engineer extra board since May. Notice we are at the lowest number of turns since June of this year. Cycle time is the time elapsed from the time of markup to the time of call averaged through the entire board.
